Proposal details
Clause 2.4.2.1. of the Liquid Fuels Handling Code (LFHC) 2017 requires that, if an underground storage tank is out of service for two years or more, then the tank and piping must be removed from the ground.
The tank was installed in June 2017, but the facility was never opened, and the tank was never commissioned because construction of the site (i.e. the convenience store) is not complete.
The underground tank has never contained fuel. The owner is maintaining the site in accordance with the temporary disuse requirements in clause 2.4.1.2 of the LFHC which requires that they:
- secure all openings on the tank, except the vents, to prevent unauthorized access;
- lock all dispensing or transfer equipment connected to the tank; and
- monitor monthly for water infiltration.
