Undermining the long established planning processes ensured by legislation is a bad idea. The public has a right to be heard and to influence decisions through a predictable process. If the system has problems that cause excessive delays, fix it . Don't simply override it with arbitrary measures.
Ministerial Orders should not be allowed. A great deal of time and thought goes into planning policies at the municipal levels and these policies must be adhered to. It is simply undemocratic and just wrong to arbitrarily allow them to be over ruled.
