One important aspect pertaining the world wide incorporation of e-bikes in Ontario and Canada is that Canada and Ontario is a very small market compared to the USA and other Countries. Some of the requirements are unrealistic.

Ebikes should be considered bicycles with electric motors. Electric scooters, mopeds and mini-motorcycles should definitely be categorized differently and disallowed on certain bike/pedestrian paths.
Wheel size - Restricting the wheel size to 350 mm is not a good idea and will severely affect thousands of customers and ebike businesses. We know the size of wheel is primarily in accordance with the intended load carrying capacity and the type of the bike.

It's common for ebikes to be doing well over 30kph in the bike lanes, through parks, or in areas where motorized vehicles are banned. Police claim the law is too vague for them to enforce. Is there a way of wording these definitions so by-laws are enforceable?

Ebike needs to be defined as pedal assisted only systems.
Hub drive throttle ebikes require no “biking” just riding and they should not be considered. These are mopeds dressed up to look like pedal bikes.
I support the change in defining the different classes of e-bikes. I do not support the lack of a need for licensing, insurance and registration I think there is a double standard for the same type of transportation.

As a cyclist who cycles for pleasure, charity rides and for commuting, I would like the Type 1 definition modified. I believe that Type 1 should NOT allow throttles but depend solely on the pedal action to activate the motor.

I think that pedals should be removed, both physically and from the law, from scooter e-bikes: I have seen 2 incidences where the scooter operator hit a pedal on a curb on a corner. Scooter e-bikes should mimic gas-powered scooters.
I know so many low income families rely on moped or motorcycle style ebikes as their only transportation for daily commute. Adding license or insurance on these products will leave they not choice but give up this ebike option. Which will cost huge impact for these families.
