We issued an Environmental Compliance Approval to U-Pak Disposals (1989) Limited to increase the daily tonnage and to recognize the on-site wastewater treatment operation discharging to sanitary sewer at their existing waste disposal site, located at 15 Tidemore Avenue in Toronto.

The daily tonnage limit has been increased from 450 tonnes per day to 600 tonnes per day.

In addition, approval was given for the on-site wastewater treatment operation. This process takes wash waters from the waste food storage bins and uses screens, pH adjustment, flocculation and aeration before discharging liquid to sanitary sewer. Solids are disposed of in the regular waste stream.

Seek leave to appeal

To seek leave to appeal, you need to do these three things:

  3. mail your application to three parties

1. Prepare your application

You’ll need to prepare an application. You may wish to include the following things in your application:

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

2. Provide your notice

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

  • decision that you wish to appeal
  • grounds for granting leave to appeal

Proposal details

This proposal is for an amendment to the existing Environmental Compliance Approval (Waste Disposal Sites) No. 9046-57KJA2 for U-Pak Disposals (1989) Limited, issued for the use and operation of a waste disposal site with a total site area of 2.4 hectares, to be used for transfer of non-hazardous commercial and industrial waste.

The daily amount of waste to be received at the site will increase from 450 tonnes per day to 600 tonnes per day. The hours of operation are from 6:00 am to 7:00 pm, Monday through Saturday, and 24/7 for processing and transfer.

This proposal also includes an update to current site design and operation report.

The maximum storage capacity of 300 tonnes at any time remains unchanged. The waste disposal site serves the Province of Ontario.
