This proposal is for an amendment to Environmental Compliance Approval (air & noise) No. 9427-BPLK6A with Limited Operational Flexibility for 2534929 Ontario Inc., a hot-mix asphalt and ready-mix concrete facility located in the City of Markham, Ontario.

The emission sources from the manufacturing and associated processes that exhaust to the air include:

  • the delivery, storage, handling, and processing of aggregate, cementious, and recyclable materials
  • aggregate drying
  • hot-mix asphalt production
  • ready-mix concrete batching
  • baghouses
  • combustion equipment
  • any other equipment and ancillary and support processes and activities at the site

The amendment includes the addition of a ready-mix concrete facility.

Emissions to the air from this facility include:

  • particulate matter
  • respirable crystalline silica (quartz) (PM10)
  • benzene
  • naphthalene
  • arsenic
  • lead
  • nickel
  • products of combustion such as nitrogen oxides

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air).

The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
