I appreciate the intent to offer greater certainty as to costs for developers. It strikes me as fair to not change the costs before the developer has a chance to begin their project. I hope the attempt will be productive in reducing costs to all.

I oppose this. The municipality I live in is several billion dollars behind in the maintenance of existing infrastructure because of low development charges and low-density development. This will make the situation worse. It is a handout to billionaire speculators and developers.
