Decision details

On March 10, 2024, we approved an amendment to Environmental Compliance Approval No. A042107 issued to Waste Connections of Canada Inc., for a 3.16 hectares waste transfer and processing site, located at 4645 Wellington Road South in London, Ontario.

The following amendments to the site have been approved:

  • the receipt, storage and processing of a new waste type, mixed municipal waste, generated from residential and industrial, commercial and institutional sources
  • construction of an addition to the existing recyclable material recovery facility to receive, store and process the mixed municipal waste. The expanded building will be 1,485 square metres and will include an indoor tipping floor, compactor, odour neutralizer, and loading area for transfer trailers. All mixed municipal waste will be unloaded, stored, processed and loaded indoors within this building.
  • an increase in the maximum daily amount of waste received from 300 tonnes to 810 tonnes.
  • an increase in the maximum storage capacity of the site from 500 tonnes to 1,184 tonnes.
  • a new vehicle entrance in the southeast portion of the site.
  • the installation of a second weigh scale north of the new entrance to allow for one-way traffic flow.
  • the total area of the waste disposal site was corrected to be 3.16 hectares (the previous site area of 1.8 hectares was incorrect).

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

Proposal details

This proposal is to amend the Environmental Compliance Approval No. A042107 issued to Waste Connections of Canada Inc. for a waste transfer and processing site located at 4645 Wellington Road South in London, Ontario.

Waste Connections of Canada Inc. (waste connections) is proposing to construct an addition to the existing recyclable material recovery facility to accommodate an additional waste stream of residual waste generated from residential and industrial, commercial and institutional (IC&I) sources. The expanded building will be 1,485 square metres, and will include a tipping floor to receive material discharged from waste collection vehicles, a compactor and a loading area for transfer trailers.

Residual waste will be hauled to licensed waste disposal facilities for final disposal. The proposed change to accept residual waste will increase the overall amount of waste received, temporarily stored and shipped at the facility as follows:

  • increase the maximum daily amount of waste received from 300 tonnes to 810 tonnes for an annual maximum amount of 252,720 tonnes.
  • increase the maximum storage capacity of the buildings from 500 tonnes to 1,270 tonnes.

Minor changes are being proposed to improve site operations including the addition of a new entrance in the southeast portion of the site and the installation of a second weigh scale north of the new entrance to allow for one-way traffic flow. A new stormwater management facility is being proposed in the east part of the property which will be detailed in a separate ECA application.

No changes are being proposed to the current receiving and shipping operating hours of 6:00 am to 12:00 am, Monday to Saturday. In accordance with the current approval, internal operations at the facility, including the loading of trucks may occur 24 hours each day, 365 days of the year. Waste will continue to be received from sources within Ontario and receipt, processing and/or loading will occur indoors.
