A decision was made on October 9, 2024 to approve, with thirty-one (31) modifications, Official Plan Amendment No. 21 to the City of Quinte West Official Plan, adopted pursuant to sections 17 and 26 of the Planning Act by By-Law No. 2023-032. Notice of this decision was issued on October 9, 2024 to the City of Quinte West.
The adopted Official Plan was reviewed for consistency with the Provincial Policy Statement (PPS), 2020 and the requirements of the Planning Act and other related legislation.
The thirty-one (31) modifications to Official Plan Amendment No. 21 address provincial policy direction and related legislative changes including changes introduced through Bill 23, More Homes Built Faster Act, 2022.
Modifications address such matters as;
- Updating the additional residential unit policy to reflect the current legislative framework.
- Clarifying municipal, provincial and conservation authority roles in the conservation of natural heritage and natural hazards planning.
- Ensuring matters of land-use compatibility are appropriately assessed through the development review process.
- Clarifying the circumstances in which site plan control can be used.
Pursuant to subsection 17(36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, Official Plan Amendment No. 21, as approved with modifications by the Minister, came into effect on October 10, 2024.
Official Plan Amendment No. 21 applies to all lands within the City of Quinte West.
Effects of consultation
Submissions were received requesting site-specific modifications to re-designate particular lands within the City to accommodate growth.
As a part of the comprehensive update to the city's official plan, the city completed a land needs assessment to determine residential land need to the year 2046. This assessment entailed a long-term analysis of future residential growth and the associated urban land needs.
The city’s growth management strategy concluded there was currently a need for additional residential land to accommodate future growth within the horizon of the plan.
Official Plan Amendment No. 21 reflects the outcome of this land needs assessment, and no further modifications were made based on these site-specific requests.

Who can appeal

A notice of appeal can’t be submitted by:
- an unincorporated association
- an unincorporated group
You can, however, submit a notice of appeal as a member of the unincorporated association or group.
You have to have made an oral submission at a public meeting or a written submission to the council before the official plan amendment was adopted. Note: this is not required if you are appealing a proposal for provisional consent (no official plan in place).

Proposal details
The City of Quinte West adopted the proposed Comprehensive Official Plan Amendment update on February 22, 2023, pursuant to sections 26 and 17 of the Planning Act, by By-law No. 2023-032. The City of Quinte West Official Plan Amendment # 21 is now before the Ministry of Municipal Affairs and Housing for a decision under the Planning Act.
The plan will comprehensively update the existing Official Plan which was approved by the Ministry of Municipal Affairs and Housing on January 9, 2013, and modified by the Ontario Municipal Board on July 17, 2013. The Official Plan Amendment intends to create a vibrant community that encourages healthy, active living for people of all ages and abilities which addresses housing, transportation, recreation, services and community needs; that the infrastructure meets the emerging needs of the growing community; create an environment that fosters prosperity for local businesses; and protect the natural environment through advocacy and proactive policies.
If approved, the updated Official Plan would apply to the entirety of lands within the City of Quinte West.
