Decision details

Approval is granted for operating a waste disposal site for processing of liquid soils to be generated in the Province of Ontario. Approval is granted for the following operations:

  1. The site is to receive 250 cubic meters of hydrovac liquid soil per day for processing using gravity drainage.
  2. The maximum storage capacity of 5,000 tonnes of dry soil at any one time.
  3. Dry soils will be stockpiled on-site and will undergo mandatory testing for various chemicals prior to their reuse onsite and/or off-site.
  4. Residual soil which does not meet reuse criteria is required to be transported and disposed of at an approved off-site treatment or disposal facility.
  5. Decanted water will be managed via on-site settlement ponds. The approval requires weekly testing of decanted water prior to its discharge to a main pond.
  6. The approval requires groundwater quality testing at six on-site groundwater wells on a semi-annual frequency.
  7. The approval requires submission of an annual monitoring report to the District Manager.

Proposal details

This proposal is for a new Environmental Compliance Approval (waste disposal site) for 2419787 Ontario Inc., the operator of a waste processing facility located at 2355 McGee Side Road in Carp, Ottawa, Ontario. A 6.4 hectare portion of the 15.75 hectare site will be used as a hydrovac soil processing facility.

The site receives slurry from hydrovac vehicles from multiple sites in eastern Ontario and dry soil is generated by physical water separation. The maximum daily receiving rate will be 250 tonnes of liquid soil and a maximum total storage capacity of 5,000 tonnes of soil at any one time. The maximum amount of truck traffic will be 25 trucks per day.

Soil is tested and then largely used for beneficial reuse on a separate part of the property in compliance with an Ontario Ministry of Natural Resources (MNRF) Aggregate license, since the soil typically meets Table 1 Background standards. Some soil and aggregate material are recovered for recycling and for beneficial reuse at other appropriate properties. Residual soil which does not meet reuse criteria is transported and disposed of at a permitted off-site treatment or disposal facility in accordance with existing Waste Management Environmental Compliance Approval requirements.

Separated water is managed though on-site settlement ponds and tested weekly. A groundwater monitoring plan also is in place.

Receiving, processing and shipping may take place between 7:00 a.m. to 6:00 p.m., Monday to Friday. The site also occasionally provides hydrovac services outside typical operating hours (e.g., after hours and weekends).
