Decision details
A decision was made on January 6, 2026 to approve with 60 modifications, Caledon Official Plan Amendment 1 adopted pursuant to sections 17 and 26 of the Planning Act by By-law 2024-082. Notice of this decision was issued on January 6, 2026 to the Town of Caledon.
The adopted Official Plan Amendment 1 was reviewed for consistency and conformity with provincial policies and plans and to ensure it has regard for matters of provincial interest set out in the Planning Act.
Official Plan Amendment 1 provides updated mineral aggregate policies and mapping for the approved Future Caledon Official Plan. The 60 modifications have been made to ensure that Official Plan Amendment 1 is consistent and conforms with the mineral aggregate resource policies of the Provincial Planning Statement, the Greenbelt Plan, Oak Ridges Moraine Conservation Plan, and Niagara Escarpment Plan, and complies with applicable legislation.
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, Official Plan Amendment 1, as modified and approved by the Minister, came into effect January 7, 2026.
Effects of consultation
As a result of public consultation on Caledon Official Plan Amendment 1, the Ministry received a total of 4 comments through the Environmental Registry of Ontario, and 161 additional comments through email to the Ministry.
The majority of the comments received through the public consultation process expressed concerns with OPA 1, in terms of consistency and conformity with provincial policies and plans regarding mineral aggregate resource extraction and compliance with the Aggregate Resources Act.
All comments reviewed were taken into consideration, prior to a decision being made.

Proposal details
On October 7, 2024, the Town of Caledon adopted Official Plan Amendment 1 pursuant to sections 17 and 26 of the Planning Act by By-law 2024-082.
The Town of Caledon is undertaking a phased implementation of a new official plan, called the ‘Future Caledon Official Plan’. Official Plan Amendment 1 forms the second phase of the Town’s official plan review and proposes updated mineral aggregate policies and mapping for the Council-adopted Future Caledon Official Plan.
The Ministry will review the matter for consistency and conformity with applicable provincial land use policies and plans and will consider all feedback received before presenting any potential modifications to the Minister of Municipal Affairs and Housing for a decision in accordance with section 17 of the Planning Act.
