Proposal details

GFL Environmental Services Inc. is requesting to amend Environmental Compliance Approval (ECA) number 6400-D3GJFF for a Waste Disposal Site (transfer/processing) located at 2329 Royal Windsor Drive, Oakville, Ontario. The function of the Waste Disposal Site is to:

  1. receive, consolidate, and transfer liquid industrial wastes from fleet maintenance and washing activities; and
  2. receive, temporarily store, and transfer bulk liquid wastes (not more than 90 days) to other Ministry of the Environment, Conservation and Parks (MECP) approved recycling/disposal facilities. Waste is collected from GFL’s industrial and commercial clients within the Provinces of Ontario.

GFL presently owns approximately 6,637 cubic metres (1.64 acres) of land with two existing buildings of 452 cubic metres (4,870 square feet) and 640 cubic metres (6,905 squared feet), which are used for administration and maintenance purposes, located at 2329 Royal Windsor Drive, Oakville, Ontario (herein referred to as the “site”). The property is located on Part of Lot 2, Concession 2, South of Dundas Street, Trafalgar, approximately 2.0 kilometres south of Highway 403, in a industrial zone.

The zoning plan shows current industrial, commercial, and utility zoning within the vicinity of the site, including commercial retailers, transportation services, repair shops, and others. The main operations will occur at the northwest area of the site, adjacent to the parking lot & admin/operations building. The site is approved to receive a maximum of 500 tonnes daily, and a maximum of 144,000 tonnes on an annual average basis of liquid industrial waste and non-hazardous waste.

The site footprint includes the following components:

  • a 100 cubic metres concrete pad with containment curbs to provide stability for up to four double wall above-ground storage tanks with a maximum capacity of 60,000 litres each
  • a 70 cubic metres concrete pad with containment curbs for the unloading / washing activities

This proposal is intended to amend current ECA as follows:

  • ability to receive, consolidate, and transfer additional Ontario waste classes such as: inorganic waste (141, 147), non-halogenated spent solvents (211-213 inclusive), Fuels (221, 222), halogenated spent solvents (241, 242) as bulk liquid waste prior to the recycling/disposal facilities.

Activities to be performed include, but are not limited to the following:

  • the receipt of bulk liquid waste for consolidation in outdoor storage tanks (up to a maximum of 90 days) before transfer to recycling/disposal facilities
  • the transfer of bulk containers to outdoor storage tanks, or the loading of tankers from the outdoor storage tanks will be conducted via electric driven transfer pumps
  • unloading and washing hydrovacs, tankers and vacuum trucks on the concrete pad with containment curbs, including a sump to collect the wastewater. Excess water generated will be transferred to the vertical tanks for temporary storage and further disposal
