The minister has approved amendments to Saugeen Valley Assessment Report and Saugeen, Grey Sauble, Northern Bruce Peninsula Source Protection Plan including updates to the Minto Pines and Scott Point drinking water systems to add two municipal drinking water wells as well as minor policy changes for septic system inspections and snow storage.

Why consultation isn't required

This bulletin advises that the Minister of the Environment, Conservation and Parks has approved the amendments/updates to the Saugeen Valley Assessment Report and Saugeen, Grey Sauble, Northern Bruce Peninsula Source Protection Plan proposed by the Saugeen Valley Source Protection Authority in accordance with section 34 of the Clean Water Act, 2006 (CWA).

Public notice for approvals of source protection plans, and amendments or updates to these plans, are governed by the CWA and not the Environmental Bill of Rights, 1993. Consultation as per the CWA has been completed, and this notice on the ERO serves to notify the public of the approval.

Bulletin details

The CWA ensures communities protect their drinking water supplies from contamination and depletion through prevention – by developing collaborative, watershed-based source protection plans that are locally driven and based on science.

The Grey Sauble Source Protection Authority has made changes to the source protection plan for the addition of two new municipal drinking water wells in the Minto Pines and Scott Point Drinking Water Systems. Both of these wells replace older wells in the same drinking water systems which are no longer being pumped. The source protection plan has also been amended to include a new policy encouraging municipal discretionary septic system inspections in the Lake Rosalind community. Additionally, a snow storage policy has been updated to align with location and area conditions in the 2021 Director’s Technical Rules.

The Saugeen Valley Source Protection Authority held consultations while the amendments were being developed. Consultation was held from September 9, 2024 to October 14, 2024. Pursuant to the Clean Water Act, 2006, comments were invited from:

  • implementing bodies (including provincial government ministries and local municipalities)
  • the public and affected landowners
  • Bands with reserves in the affected area

Comments submitted to the source protection authority were generally administrative and clarification questions from local municipal governments. No comments were received during consultation. The authority addressed comments received and made appropriate revisions and responses before submitting the proposed amendments to the ministry for approval.

The minister has concluded that the comments the source protection authority received during consultation on the Saugeen Valley Assessment Report and Saugeen, Grey Sauble, Northern Bruce Peninsula Source Protection Plan amendments have been adequately considered and addressed, and that the legislative and regulatory requirements under the Clean Water Act, 2006, relating to the amendments have been met.

These amendments take effect upon this posting of the minister’s approval on the Environmental Registry.
