Proposal details

This proposal is to amend Environmental Compliance Approval (waste disposal site) No. A-500-1188155825 for a processing facility in the City of Welland, Ontario. The waste processing facility has a total area of 2.9 hectares, and processes excess soil, including liquid soil. The amendment requested is for the facility to increase the daily receiving rate of the Site from 100 tonnes per day to 200 cubic meters per day. Additionally, the maximum storage of liquid soils to be increased from 100 tonnes to 2,250 cubic meters, and the storage of all other waste including dry processed soil and process derivatives to be 1,500 cubic meters (including temporarily stockpiled soil in the soil sorting area and dry processed soil pending testing).

The Site receives slurry from hydro vacuum vehicles from multiple sites in Ontario and dry soil is generated by physical water separation, decanting, and mechanical soil sorting equipment (roto screener). The dry processed soil is tested and reused on-Site for construction of berms or transported to an appropriate receiving Site for beneficial reuse depending on the soil quality and O. Reg. 406/19 requirements. If soil does not meet any of the excess soil quality standards (ESQS) outlined in O. Reg. 406/19 and the associated soil rules the material would be sent for disposal as solid non-hazardous waste to a licensed waste disposal site. Water separated through gravity is infiltrated into the subsurface soils at the Site and there is a groundwater monitoring program in place. Water that is decanted following gravity separation will also be pumped into the on-site cistern, which has a 50,000 litres capacity and will be reused in either hydro vacuum truck operations or dust control at the Site if the water is shown to meet the MECP O. Reg. 153/04 Table 2 Groundwater Standards. The Site is serviced by municipal water and is located in a non-potable groundwater area with industrial zoning.

Receiving and transporting soils take place between 7 am to 6 pm Monday to Friday, and processing on-site can be performed 24/7, unless otherwise restricted by municipal by-laws.
