GFL Environmental Inc. - Environmental Compliance Approval (waste)

This application is for an amendment to existing Environmental Compliance Approval (ECA) No. A420018, for the expansion of the landfill gas collection system (LFGCS) into landfill stages 5 and 6 of the Eastern Ontario Waste Handling Facility (EOWHF).

The proposed stage 5 and 6 expansion will consist of vertical gas extraction wells connected to header/subheader piping to extract landfill gas (LFG) from future landfill cells. These wells/pipes would be connected to the existing LFGCS installed in stages 1-4. Additionally, condition 36.6 is to be amended with the following language: The owner shall ensure that the collected leachate is promptly removed from each landfill cell as required by Ontario Regulation 232/98. Under normal conditions (except during storm events and spring snowmelts), the leachate level within each landfill cell in stages 5 and 6 shall be kept at less than 1.5 metres over the landfill base clay surface, in according with Ontario Land Tribunal Case No. OLT-24-000579 decision, dated March 24, 2025.

Note that landfill Stages 5 and 6 waste containment design, tonnage capacity and operating procedures was the topic of a separate application to which the MECP granted approval May 15, 2024.

Facility details are as follows: The use and operation of an 178.6 hectares landfilling site within a total site area of 189 hectares and receiving capacity of 4,000 tonnes per day, for the disposal of municipal waste including domestic, commercial, non-hazardous industrial waste, tires, leaf & yard waste, contaminated soil & wood waste.

The site has a final volumetric capacity of 18,7600,000 cubic metres, and operates Monday to Friday seven a.m. to six p.m. and Saturday eight a.m. to five p.m.
