Proposal details

Elmira Golf Club seeks to amend Environmental Compliance Approval (ECA) No. 54-45-97, issued in 1997 under the Environmental Protection Act by the Region of Waterloo’s Community Health Department for construction of the Class 4 onsite wastewater system that services Elmira Golf Club and Elmira Curling Club (located at 40 Eldale Road in the Township of Woolwich).

Specifically, the applicant proposes to replace the existing grease interceptor and septic tanks.

The wastewater system was designed by Paragon Engineering (subsequently Stanley Consulting and now Stantec) and is comprised of a 1,000-litres grease interceptor tank, 22,000-litres septic tank, 4,141-litres effluent pump tank, and raised trench bed (sand fill area of 2,000 square metres and distribution pipe length of 500 metres).

The grease interceptor and septic tanks have reached the end of their service lives and are in a deteriorating state, and are therefore proposed to be replaced with a grease interceptor tank with a minimum effective volume of 6,000-litres and a septic tank with a minimum effective volume of 30,000 litres. The pump tank and raised bed are to be retained. The rated capacity of the wastewater system, as designed by Paragon, is 10,000 litres per day.

No building changes have occurred since issuance of the above-referenced ECA, nor are any building changes proposed in relation to the proposed tank replacements (i.e., no increase in peak wastewater flow); however, the Township of Woolwich has directed this matter to be addressed under the Ontario Water Resources Act.
