Decision details
This approval is for an Environmental Compliance Approval with Limited Operational Flexibility (air & noise) which replaces all the current Environmental Compliance Approvals for Air at this facility and includes the addition of new or historically unapproved sources for all emissions from CRH Canada Group Inc. operating as Ash Grove, a cement production facility located in the City of Mississauga, Ontario.
The approval consolidates all sources at the Ash Grove Cement Facility which includes:
- crushing,
- screening,
- conveying of raw materials,
- baghouses,
- fuel preparation,
- clinker/cement manufacturing,
- material handling,
- dust collectors,
- diesel engines, and
- support operations
The approval also includes new or modified sorbent injection and selective non-catalytic reduction system(s) to reduce emission of sulphur dioxide and nitrogen oxides.
Emissions to the air from this facility include:
- suspended particulate matter,
- calcium oxide,
- sodium hydroxide,
- slag,
- carbon monoxide,
- nitrogen oxide,
- sulphur dioxide,
- among other contaminants
The applicant has demonstrated that when operated in accordance with this Approval, the air and noise emissions from the approved equipment would be in compliance with this ministry’s applicable acts, regulations and guidelines, specifically, section 9 of the Environmental Protection Act (EPA), Ontario Regulation 419/05: Air Pollution: Local Air Quality and noise guidelines, including ministry air quality standards, guidelines and the site-specific standards.
The Environmental Compliance Approval with Limited Operational Flexibility (air & noise), when issued permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air & noise). The Limited Operational Flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
CRH Canada Group Inc. has also been issued site-specific air standards under s. 32 of Ontario Regulation 419/05 for sulphur dioxide and nitrogen oxides site-specific standards for the Ash Grove facility. Please refer to ERO # https://ero.ontario.ca/notice/025-0125 for the decision notice for the site-specific standard application.
Effects of consultation
Two electronic comments were received when this notice was posted on the Environmental Registry for a 45 day comment period commencing on July 18, 2025 and ending September 1, 2025.
Comments were focused on the concerns about the rationale of an Environmental Compliance Approval with operational flexibility verses standard Environmental Compliance Approval. Since the ESDM was performed in accordance with Guideline A-10 and appropriate terms and conditions are enforced in the ECA to collect accurate information to verify compliance, the comments were considered responded.

To seek leave to appeal, you need to do these three things:

1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:

What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?

CRH Canada Group Inc. has also submitted a request for sulphur dioxide and nitrogen oxides site-specific standards for the Ash Grove facility that includes an action plan to install new or modify current sorbent injection and selective non-catalytic reduction system(s) to reduce emission of sulphur dioxide and nitrogen oxides.& The request is currently under review by the Ministry and a separate environmental registry posting for the proposed site-specific air standards approval will be posted for public comment.
