A decision was made on August 5, 2026 to approve, with five (5) modifications, Amendment No. 3, adopted by the County of Lennox and Addington pursuant to sections 17 and 26 of the Planning Act by By-law 3652/26, to the County of Lennox and Addington Official Plan. Notice of this decision was issued on August 6, 2026 to the County of Lennox and Addington.
The adopted official plan amendment was reviewed for consistency with the Provincial Planning Statement, 2024 and regard for matters of provincial interest as expressed in the Planning Act. This includes the orderly development of safe and healthy communities, adequate provision of a full range of housing options, and conservation and management of natural resources and the mineral aggregate resources, among other interests.
The five (5) modifications were made in consultation with partner ministries and are required for the official plan amendment to conform with provincial legislation and to be consistent with the Provincial Planning Statement (PPS) 2024 as it relates to the protection of water resources and mineral aggregate resources.
The official plan amendment, as approved, adds policies to protect the County’s natural heritage system and to implement updated growth management, housing, infrastructure, and economic development policy direction to the year 2051. The amendment also includes a settlement area boundary adjustment to the Town of Greater Napanee.
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, Amendment No. 3 to the County of Lennox and Addington Official Plan, as approved with modifications by the Minister, came into effect on August 6, 2026.
Effects of consultation
As a result of public consultation for Amendment No. 3 to the County of Lennox and Addington Official Plan, the ministry received no comments through the Environmental Registry of Ontario and one (1) comment through email to ministry staff. This comment sought to identify mineral aggregate resources within settlement areas as depicted on Schedule C of the official plan and to encourage the extraction of mineral aggregate resources in specified areas of settlement areas that are not designated for growth over the planning horizon in the local official plans. This Decision is responsive to this comment, where it modifies the official plan amendment to include an additional objective in the mineral aggregate resource section, which encourages local municipalities to implement policies in their official plans supporting the recovery of feasible mineral aggregate resources within settlement areas prior to future urban development occurring, to avoid sterilization of potential resources.

Appeals are not allowed
Pursuant to subsections 17 (36.5) and (38.1) of the Planning Act, this decision is final and not subject to appeal. Accordingly, Amendment No. 3 to the County of Lennox and Addington Official Plan, as approved with modifications by the Minister, came into effect on August 6, 2026.

The Ministry of Municipal Affairs and Housing received an application from the County of Lennox and Addington for approval of Official Plan Amendment No. 3 which the County adopted by By-law 3652/26 on March 18, 2026. The official plan amendment will amend the county’s existing official plan which was approved by the Ministry of Municipal Affairs and Housing on March 9, 2016. The amendment will update official plan policies and mapping for consistency with the Provincial Planning Statement, 2024, and to implement updated growth management, housing, environmental protection, infrastructure
and economic development policy direction to the year 2051. The amendment includes a proposed settlement area boundary adjustment to the Town of Greater Napanee.
The proposed official plan amendment will be reviewed for consistency with the Provincial Planning Statement, 2024 and regard for matters of provincial interest as expressed in the Planning Act. This includes the orderly development of safe and healthy communities, adequate provision of a full range of housing, and conservation and management of natural resources and the mineral resource base, among other interests.
The official plan amendment is now before the Minister of Municipal Affairs and Housing for a decision in accordance with sections 17 and 26 of the Planning Act. As set out in subsections 17 (36.5), 17 (38.1) and 21 (3) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing regarding an official plan amendment adopted in accordance with section 26 is final and not subject to appeal.
