Proposal details

The Ministry of Municipal Affairs and Housing is in receipt of OPA 923 for a decision. Toronto City Council adopted OPA 923 on July 30, 2026 through By-law 984-2026. The amendment was adopted pursuant to the Planning Act and establishes the Mount Dennis PMTSA.

OPA 923 adds Site and Area Specific Policy 671 to Chapter 8 of the Official Plan to implement the Mount Dennis PMTSA. The amendment:

  • Delineates the Mount Dennis PMTSA.
  • Establishes a minimum population and employment target of 160 residents and jobs combined per hectare within the PMTSA.
  • Identifies authorized land uses through the existing Official Plan land use designations, applicable Secondary Plans, and Site and Area Specific Policies.
  • Establishes minimum density requirements represented through Floor Space Index standards.

The Ministry will review the amendment for consistency with applicable provincial policies and conformity with provincial plans and will consider all comments received before making a decision under the Planning Act.

Please note that the Minister of Municipal Affairs and Housing has suspended the time period associated with making a decision under the Planning Act for City of Toronto Official Plan Amendment 923 - Mount Dennis Protected Major Transit Station Area pursuant to s. 17(40.1) of the Planning Act, on October 22, 2026.

Pursuant to subsection 17(36.1.4) of the Planning Act, there is no appeal in respect of the subsection 16(15) PMTSA delineation, authorized uses, and minimum densities policies. Pursuant to subsections 17(36.5) and (38.1) of the Planning Act, the decision of the Minister of Municipal Affairs and Housing to approve an official plan amendment adopted in accordance with section 26 is final and not subject to appeal.
