Decision details
Aggregate Resources Act (ARA) licence No. 625101 was issued on February 22, 2022 to Vicdom Sand & Gravel (Ontario) Ltd., subject to conditions specified on Schedule A.
The licensed area is 35.3 hectares in size and allows extraction of aggregate from a pit above the water table. The tonnage condition specifies a maximum of 700,000 tonnes of aggregate to be removed from the site in any calendar year, in combination with the adjacent, established pit operation.
This proposal was processed concurrently with an amendment proposal to combine the annual tonnage between the approved site, licence No. 625101 and the adjacent licenced pit, ARA licence No. 3219.

Effects of consultation
No comments were received in response to the Environmental Registry of Ontario notice.
Five (5) objections were received through the ARA consultation process.
Concerns were related to:
- conformity of the Oak Ridges Moraine Conservation Plan
- impacts to significant woodlands
- species at risk
- noise
- haul routes
- traffic
The applicant worked to resolve these objections through providing additional information and updates to the site plans but four (4) objections were still outstanding at the end of the process. The application was referred to the Ontario Land Tribunal for a decision. The Ontario Land Tribunal has directed the Minister to issue the licence (Case no: MM160055).

This notice was updated on April 16, 2019 to advise the public that there has been no change to the status of the proposal and it is still being considered. No additional opportunity for comment is being provided for at this time.
This notice was updated on March 20, 2017 to advise the public that this application under the Aggregate Resources Act has been referred by the Ministry of Natural Resources and Forestry to the Ontario Municipal Board for a hearing. Please refer to http://elto.gov.on.ca/omb/ for further information on the status of the matter at the Ontario Municipal Board.
Description of instrument
Vicdom Sand & Gravel (Ontario) Ltd. have applied for a Class “A” licence, Category 3 (pit above water) to excavate unconsolidated aggregate material from a pit of 35.3 hectares in size. The annual tonnage condition applied for is 700,000 tonnes.
Other information
Vicdom Sand & Gravel (Ontario) Ltd. currently operates the adjacent pit as Licence # 3219 under the Aggregate Resources Act. In total approximately 22 hectares are currently permitted to the west.
Site plan information is available to view at the Ministry of Natural Resources Peterborough District Office. Making an appointment to view the information is recommended to ensure aggregate staff will be available to provide information and answer questions.

Comments received through the Environmental Registry should not be construed as an objection under the Aggregate Resources Act in accordance with section 4.0 – Notification and Consultation Standards of the Provincial Standards 1.0 under the ARA. To be considered as a formal objector, individuals need to contact the MNR person specified on this notice to determine how to submit an objection.

As specified in the Aggregate Resources Act, written notice concerning this application will be delivered to landowners within 120 metres of the proposed licensed boundary; an information sign, giving notice to the public of this application, was erected at the proposed site on July 29th, 2014; a Notice of Application appeared in the Kawartha Lakes This Week newspaper on July 31st, 2014 and a public information session will be held on August 20th from 5:00 p.m. – 7:00 p.m. at the Manvers Community Centre, 697 Highway 7A, Regional Road #1 in the City of Kawartha Lakes.
The application for this proposal has been circulated within the MNR Peterborough District office. Additionally, notification of this application will be forwarded to the City of Kawartha Lakes and the Kawartha Region Conservation Authority for comment.
