Effects of consultation

No comments were received in response to the Environmental Registry posting. Eight (8) written comments expressing concerns and objections were received during the Aggregate Resources Act consultation process. The objections were related to truck traffic, noise, dust, health and safety concerns, impacts on groundwater and species at risk, loss of agricultural land, loss of property value and impacts on the enjoyment of property.

The applicant worked to address the objections by providing additional information and revising the site plans. Official plan and zoning by-law amendments were obtained to permit the land use on the site.

This notice was updated on November 9, 2017 to advise the public that this application under the Aggregate Resources Act has been referred by the Ministry of Natural Resources and Forestry to the Ontario Municipal Board for a hearing. Please refer to http://elto.gov.on.ca/omb/ for further information on the status of the matter at the Ontario Municipal Board.

 

Description of instrument

Laverne and Erma Weber have applied for a Class A licence to extract aggregate from above the water table in a pit that is 13.31 hectares in size. This application is for the establishment of a new pit. The annual tonnage condition applied for is 75,000 tonnes per calendar year.

Comments received through the Environmental Registry should not be construed as an objection under the Aggregate Resources Act (ARA) in accordance with section 4.0 – Notification and Consultation Standards of the Provincial Standards 1.0 under the ARA. To be considered as a formal objector, individuals need to contact the MNRF person specified on this notice to determine how to submit an objection.

Other public consultation opportunities

As specified in the Aggregate Resources Act, written notice concerning this application was delivered to landowners within 120 metres of the proposed licenced boundary; an information sign, giving notice to the public of this application was erected at the proposed site; and a Notice of Application appeared in the local paper, the Mount Forest Confederate, on September 9, 2015. A public information session will be held on September 30, 2015 at 1:00 pm at 9513 Concession 6N, RR 6, Mount Forest, Ontario.

The application for this proposal will be circulated within the MNRF Guelph District office. Additionally, notification of this application will be forwarded to Wellington County, the Township of Wellington North and the Saugeen Valley Conservation Authority.

MNRF Guelph District will also provide an ARA application update to the Saugeen Ojibway Nation (SON) to ensure that they were aware of all applications within their asserted traditional territory.
