Decision details

On October 23, 2019 we approved a new Environmental Compliance Approval No. 9993-B6YQK9 for Colacem Canada Inc. for the establishment of stormwater management works for the treatment and disposal of stormwater runoff from the site of a cement plant located in Township of Champlain.

The proposed stormwater management works collect and treat non-contact stormwater (without contact to any chemicals or raw materials) from drainage areas of the site, to provide an Enhanced Level quality control and quantity control for all storm events up to and including the 100-year storm event, discharging to Charlebois Drain, consisting of:

  • stormwater collection and conveyance system, including catch basins, storm sewer and ditches
  • stormwater treatment and detention wet pond which provides enhanced level treatment and attenuates stormwater for quantity control for all storm events up to and including 100-year storm event
  • stormwater management works for the isolated petcoke stockpile area (approximately 2.4 hectares) collecting stormwater runoff and pumping it to the cement plant for re-use in the manufacturing process

Effects of consultation

Comments received were reviewed and where appropriate were considered in the design of stormwater management works by the consultant and in our decision whether or not to proceed with this proposal. As a result, the design of petcoke storage was revised with no leachate discharge to the environment and we imposed terms and conditions to the approval.

One hundred and twenty one (121) comments were received during the commenting period. The commenters have raised the following concerns on the proposal:

  1. Impact of discharge from the facility to Charlebois Drain and Ottawa River
  2. Cumulative effects from Ivaco Steel Mill and the quarry
  3. Petcoke pile storage method
  4. Potential off-site flooding at Charlebois Drain
  5. The effect of climate change.
  6. Other concerns, such as those that are outside of the ministry’s jurisdictions, and are not related to Section 53 of the Ontario Water Resource Act

Our response

To ensure compliance with our requirements, the Environmental Compliance Approval includes the following terms and conditions:

  1. The company has demonstrated that it is not expected there to be off-site impacts to water quality of Charlebois Drain and Ottawa River, with the following reasons: 1) all raw material will be stored indoor except petcoke which will be isolated and all stormwater collected within the petcoke storage area will be collected and pumped to the cement plant for use in the manufacturing process. 2) There is no water discharge from the petcoke storage area. 3) The cement plant is designed as a closed loop system and no process water will be discharged to the environment. 4) Only non-contact stormwater water will be collected and treated by a wet pond before it is discharged to Charlebois Drain.
    1. The owner shall ensure that stormwater runoff collected from the petcoke storage area is re-used in the manufacturing process without discharge to the environment
    2. The owner shall ensure that all raw materials except petcoke, will be stored in enclosed structures
    3. The owner shall ensure that the cement plant is operated as a closed loop system and no process water is discharged to the environment.
  2. The company has demonstrated that discharge from the facility will not impact the flow rates of the Charlebois Drain. The consultant indicates that the cement plant site and existing quarry site are at the headwaters of the Charlebois Drain and the downstream use is primarily for field crops; therefore, cumulative impact assessment are not required.
  3. The ministry imposed additional conditions to ensure the proper operation of the facility and wet pond:
    1. inspect the sewage works monthly (at minimum)
    2. conduct a survey of sediment accumulation within the pond annually
    3. implement the Spill Contingency and Pollution Prevention Plan
    4. monitor effluent discharge from the wet pond, including pH, metal scan (heavy metals as well), total suspended solid, oil and grease

Description of instrument

The proposal is for a new Environmental Compliance Approval (Sewage) for Calecom Canada Inc.

This application is for the approval of stormwater management works to serve a cement plant located at Lot 217, Concession Parcel M100, in the Township of Champlain, United Counties of Prescott and Russell.

The proposed stormwater management works consist of on-site storm sewers and ditches, a concrete sump, a submersible pump, and a stormwater management pond and will discharge to Charlebois Drain.

This application is submitted in conjunction with MOECC Reference Number 8920-AAYNPB, for the approval of Air & Noise.
