We have issued an Environmental Compliance Approval with Limited Operational Flexibility (air) to 931080 Ontario Inc. operating as Rahnmet, a non-ferrous foundry and fabrication facility producing and repairing steel, cast iron, and bronze parts for rock crushing machinery, located in the City of North Bay, Ontario.

Approval is for all sources and processes at the facility including: coremaking, metal making and alloying, furnace tapping, degassing, mold cleanout and preparation, casting shakeout and cleaning, materials handling, media blasting, heat treating, welding and ancillary operations, all venting to the atmosphere.

Contaminant emissions to the atmosphere include:

  • suspended particulate matter
  • various metals and metal compounds
  • volatile organic compounds
  • sulphur dioxide
  • nitrogen oxides

The company has also applied for registration under the Technical Standards Registry – Air Pollution (Technical Standards Registry) for the Foundries – Industry Standard under O. Regulation 419/05: Air Pollution – Local Air Quality (O. Reg. 419/05), with all contaminants of the facility included in the application.

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (air).

The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

  • decision that you wish to appeal
  • grounds for granting leave to appeal

Description of instrument
