On November 28, 2019 we approved a new multi-media Environmental Compliance Approval (Waste Disposal Site – processing) No. 984-BD9NBD for Mattawa Renewable Power Corporation as general partner for and on behalf of Petawawa Biofuel LP for their anaerobic digestion facility.
The anaerobic digestion facility is located at 100 Eco-Park Way, Dundalk, Township of Southgate, Grey County, Ontario and is on a 2 hectare area site.
The facility will be using organic residuals from source separated organics, commercial and industrial food waste materials, and a blend of agricultural materials such as silage, stover, culled material from vegetable and tuber crops and animal manure to produce renewable natural gas for injection into the natural gas grid and digestate (organic fertilizer).
The maximum daily waste received is 200 tonnes of non-hazardous waste, 200 cubic metres of other liquid waste and 100 tonnes for dry agricultural materials. The maximum annual waste receipt rate is 73,000 tonnes of organic waste per year. A maximum of 110 tonnes of solid organic waste will be temporarily stored in two receiving pits inside the processing building, at any one time. A maximum of 13,700 cubic meters of liquid waste (unprocessed, in-process and processed waste) will be stored in tanks (outdoors and inside the processing building),at any one time. A maximum of 100 cubic meters of solid agricultural waste will be stored in an outdoor bunker. A maximum of 41 tonnes of solid residual waste resulting from the waste management activities will be stored in a bin inside the processing building, at any one time.
The service area will be the Province of Ontario. The anaerobic digester operates 24 hours a day, 7 days a week and the hours of operation for the reception of organic residuals at the facility will be Monday to Friday from 6 am to 6 pm and Saturday from 7 am to 4 pm.
Effects of consultation
On November 29, 2018, we received an inquiry regarding this proposal. Even though the ERO comment period had already closed, we invited the public member to submit the comments on the proposal. We received one comment via email on December 14, 2018. The following provides the issues identified in the comment and how they were considered/responded in our decision:
- Concerns about the possible odours from the proposed site and concerns related to odours from existing businesses in the same industrial park as the proposed site location. The industrial park is close to residential homes, schools and daycare.
Our response: The conditions of the approval requires the company to address odour impacts, including proper maintenance and operation of odour control units, complaint response procedures, nuisance impact control, odour control measures, odour performance requirements, odour management plan requirements, ventilation assessment requirements and source testing requirements. All these are in place to ensure the facility operates in a manner that protect health of the public and the environment.
- Request for re-posting with a new EBR comment period when the 'additional information' is available for the public to comment on.
Our response: We posted the proposal for 45 days on the ERO from September 17 to November 1, 2019; no comments were received during this period. Re-posting on the ERO was considered not necessary as there was also additional public consultation carried out for this proposal and no public comment and/or concern were brought to the Ministry’s attention.
- Concerns about lack of notice to the public, as well as Southgate elected Council.
Our response: Additional public consultation was carried out for this proposal, for both, the re-zoning of the site and the waste disposal site application. There were numerous notices and articles in local newspapers and the applicant held two open house meetings, on April 25, 2017 and July 18, 2018. Furthermore, on July 3, 2018, the applicant notified the Township and the adjacent property owners of the submission of the application for the Environmental Compliance Approval for this proposal and invited them to submit comments directly to us, in accordance with our review process. The Southgate elected Council was informed about the proposal during several council meetings and approved the by-law to re-zone the proposal site on January 16, 2019. This decision was not appealed. The applicant also carried out Aboriginal Consultation on this proposal in accordance with our requirements.

Description of instrument
This proposal is for a new multi-media Environmental Compliance Approval (Waste Disposal Site - processing) for Mattawa Renewable Power Corporation as general partner for and on behalf of Petawawa Biofuel LP. The anaerobic digester facility is located at 100 Eco-Park Way, Dundalk, Township of Southgate, Grey County, Ontario and is on a 2 hectare area site.
The facility will be using organic residuals from source separated organics, commercial and industrial food waste materials, and a blend of agricultural materials such as silage, stover, culled material from vegetable and tuber crops and animal manure to produce renewable natural gas (RNG) for injection into the natural gas grid and digestate (organic fertilizer).
The maximum daily waste received is 200 tonnes of non-hazardous waste and 200 cubic metres of other liquid waste and the maximum on-site storage capacity is 1500 cubic metres/tonnes of other liquid waste/non-hazardous solid waste and 100 tonnes for dry agricultural materials.
The service area will be the Province of Ontario. The anaerobic digester operates 24 hours a day, 7 days a week and the hours of operation for the reception of organic residuals at the facility will be Monday to Friday from 6 am to 6 pm and Saturday from 7 am to 4 pm.
