Decision details

On September 18, 2019 we approved a new Environmental Compliance Approval No.5554-BG5K3Y for sewage works serving A.L. Blair Construction Limited's Cliftondale Quarry, located at Lot 2, Concession 1, in the Township of Caledonia in the Nation Municipality.

Approved sewage is a settling pond complete with a pump, discharging treated effluent to the un-named drain, which flows into the Hawkesbury Creek and eventually to the Ottawa River.

No aggregate washing is proposed at this site. We require effluent monitoring of the water (stormwater and groundwater from within the confines of the Quarry) discharge leaving the site.

Appeal process for decisions published before June 1, 2021

First, you’ll need to seek leave (i.e. get permission) from the relevant appellate body to appeal the decision.

To seek leave to appeal, you need to do these three things:

  3. mail your application to three parties

1. Prepare your application

You’ll need to prepare an application. You may wish to include the following things in your application:

    • a statement about whether you are a resident in Ontario

What is considered

The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:

  1. is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
  2. could the decision you wish to appeal result in significant harm to the environment?

2. Provide your notice

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

In your notice, please include a brief description of the:

  • decision that you wish to appeal
  • grounds for granting leave to appeal

Description of instrument:

The proposal is for a new Environmental Compliance Approval for industrial sewage treatment works serving A.L. Blair Construction Limited, located at Lot 2, Concession 1, in the Township of Caledonia in the Nation Municipality.

Direct precipitation onto the quarry and groundwater is collected within the quarry sump (56 metres by 25 metres by a maximum of 2 metres deep) and is proposed to be pumped manually using a submersible pump up to a maximum of 1,200 litres per minute, on an as-needed basis.

No aggregate washing is proposed at this site and pumping is expected to be sporadic and will only occur during high demand periods (i.e. discharge is expected to be somewhat seasonal and not on a daily basis).

The Ministry may require effluent monitoring for the stormwater discharge leaving the site.
