Decision details

Installation of one on-site sewage treatment system above the 100-year flood level, to serve up to a maximum of 211 fully-serviced sites with a daily maximum flow of 58,025 L/day, consisting of one RH2O package system and one subsurface disposal system as follows:

  • one RH2O sewage treatment system with a design capacity of 58,025 L/day, to provide tertiary treatment (effluent meeting 10 mg/L of BOD5, 10 mg/L of TSS and 1 mg/L of TP) and consisting of:
    • two new equalization tanks
    • pre-treatment stage including one online sludge storage tank and one primary clarifier
    • Bioreactor #1 utilizing moving bed biofilm process for the removal of BOD
    • moving bed biofilm Bioreactor #2 for nitrification
    • compressors to supply oxygen and fine bubble diffusers for oxygen distribution in the bioreactors
    • pre-denitrification process consisting of a recirculating pump that returns a portion of the wastewater from the last compartment of Bioreactor #2 to the inlet of the online sludge storage tank for the removal of nitrate/nitrite,
    • phosphorus removal unit
    • final clarifier
    • one offline sludge storage tank
    • final effluent pump tank
  • two fully raised Type A Dispersal Beds installed above the 100-year flood level, designed for the disposal of treated effluent from the RH2O treatment system

Effects of consultation

Comments received were reviewed, and, where appropriate, were considered in the re-design of sewage works by the consultant and in the ministry’s decision whether or not to proceed with this proposal.

The commenters raised the following concerns on the proposal with ministry’s responses.

  1. The location of the septic field in the ballpark is to close to the Trent River, a more suitable location shall be found, and it shall be moved further away from the river.
     

    Ministry’s response: The location of the sewage system has been moved to the most north part of the property and away from the river now.


  2. The construction of sewage system is not consistent with the Provincial Policy Statement, and no development shall be allowed in areas subject to hazards associated with flooding.
     

    Ministry’s response: The Provincial Policy Statement applies to new development. This site is an existing operation and the ministry has no authority to determine whether the facility shall continue to operate. Local municipality and local conservation authority shall be contacted to comment on this. The ministry is trying the best to protect the environment by pushing the improvement of the sewage works at the site. Based on the final design, it is considered a significant improvement of sewage treatment and disposal. For flooding concern, the sewage works including the sewage treatment unit and subsurface disposal bed are required to construct above 100-year flood level. It is required to pump out any residual sewage in the sewage works at the end of operating season to avoid the next Spring flood.


  3. The proposed location for sewage works is too close to a canal and a sand beach.
     

    Ministry’s response: We have directed the owner to re-locate the sewage system to the most north part of the property which is away from the river, canal, and beach, and the treated effluent will flow east away from the canal.


  4. The site is only zoned and approved to support up to a maximum of 201 sites as per Municipal Zoning By-Law, LPAT orders and legal settlement/agreements among regulatory agencies including Lower Trent Region Conservation Authority, MNRF, MMAH, and the Municipality of Trent Hills. The ECA should address the number of sites the system is permitted to support and not "existing sites" or "211" as noted in several sections of the application. This number represents a change from the original application.
     

    Ministry’s response: The number of sites can only be approved by local municipality. The municipality shall enforce LPAT orders and the legal settlement. The ministry will mention the existing number of sites on the ECA as well as the capacity of sewage system being capable to handle up to a maximum of 211 sites.

Description of instrument

This proposal is for a new Environmental Compliance Approval (Sewage) for 604840 Ontario Inc., to replace the existing sewage lagoon (raw sewage) with a raised sewage treatment system designed to operate at a maximum daily flow of 32,500 litres per day.

The upgrades include a proposed collection system complete with septic tanks, pump chambers, treatment unit and tile bed to support existing trailer sites, located at 9 Island Park Road, in the Municipality of Trent Hills, Ontario.

The treatment system has been designed as an RH2O treatment system that provides tertiary treatment and a ultimately improved effluent quality. The treated effluent will be disposed by a raised Type A dispersal bed.

The system has been moved away from fronting on the river (previously proposed) and will be located over 300 metres from the Trent river. The pump chamber, treatment system and dispersal bed proposed will be flood proofed and above the 100 year flood levels.
