Effects of consultation

No comments were received through the Environmental Registry. Written comments were received in response to the proposal from the Ministry of Environment, Conservation and Parks (MECP) with respect to the groundwater table. The MECP identified requirements to monitor groundwater during site operations which have been incorporated into the updated, amalgamated site plan. A decision was made to proceed with approval of the amendment.

Description of instrument

An application has been made by O. Bettschen Construction Limited for a major site plan amendment to change the final depth of extraction from above the water table (160 metres above sea level) to extraction below the water table to an elevation of 146 metres for two adjacent quarry sites.

A Hydrogeological level 1 and 2 Report has been prepared in support of the application identifies the elevation of the shallow (perched) water table between 158.5 and 160.4 metres above sea level and that the established groundwater table between 138 and 141 metres above sea level at the sites.

The proposed final rehabilitation of the sites, if extraction take place to 146 metres above sea level, will change to a pond, 10.22 ha in size.

It is also proposed to amalgamate Licence #2409 and Licence #615121. As part of the proposed amalgamation, the area of the two licensed sites will be licensed under reference #2409, with one comprehensive site plan.

Other information

O. Bettschen Construction Limited currently operates the two sites under the authority of Licence #2409 and #625121 under the Aggregate Resources Act. In total 16.5 hectares are currently licenced.

In addition to the request to amalgamate the two licenses and amend the site plan, O. Bettschen Construction Limited has also requested that a tonnage condition of 250,000 tonnes in any calendar year for the amalgamated licence #2409.

Other public consultation opportunities

As specified in the Aggregate Resources Act, written notice concerning the application was delivered to landowners within 120 metres of the licensed boundaries and an information sign giving notice to the public of this proposed amendment was erected at the site. A Notice of Proposed Site Plan Amendment appeared in “The Frontenac News” on May 31, 2018. A public information session was held at Harrowsmith District Social and Athletic Club at 4041 Colebrooke Road, Harrowsmith on June 20, 2018.

The proposal has also been circulated to the Ministry of Natural Resources and Forestry Peterborough District, Kingston Field office. Additionally, notification of this application has been forwarded to the Municipality of South Frontenac, County of Frontenac, and the Ministry of the Environment, Conservation and Parks for comment.
