Decision details

On October 21, 2019 we approved new Environmental Compliance Approval (Industrial Sewage) No. 1621-BDWR2D for Laplante Poultry Farms Ltd. to establish year-round operated sewage works for the treatment and disposal of 39,000 L/day (annual average) of poultry processing wastewater to the subsurface, located at 17141 Rombough Road, Township of North Stormont, United Counties of Stormont, Dundas and Glengarry, Ontario.

The proposed sewage works will operate 7 days per week, 24 hours per day, and will include a Laplante Poultry Sewage Treatment Plant (STP) and a Shallow Buried Trenches (SBT) System. The Laplante poultry STP will employ sewage treatment unit processes along with appropriate chemicals addition for FOG (fat, oil & grease) removal, flow equalization, high levels of BOD, TSS and total nitrogen removal (nitrification and denitrification), and effluent polishing, prior to discharging the treated effluent to the SBT for subsurface disposal. All the unit process tanks and containers will be either housed indoors or enclosed with covers if placed outdoors.

Also included in the sewage works ECA is an onsite existing septic system servicing a 2-bedroom residential dwelling. The consultant has confirmed its capacity is adequate and its physical condition is sound for continuous service.

The ministry requires influent, effluent and onsite groundwater monitoring, and imposes effluent objectives and compliance limits on the Laplante poultry STP, as well as requests a groundwater compliance well be set up. The ministry requires a contingency plan be developed and implemented covering the entire operational life of the sewage works, as well as a salt reduction & brine elimination plan be developed and implemented, and kept updated.

Separate from the subject Industrial Sewage ECA application, an air & noise ECA application in conjunction with reference number 7236-BCVRJJ for the same poultry processing facility was also submitted to us for review and approval. The control and management of odour and noise at the subject property is under review by a responsible air & noise review engineer.

This proposal is for a new Environmental Compliance Approval (Industrial Sewage) for Laplante Poultry Farms Ltd. to establish sewage works for the treatment and disposal of 39 cubic metres per day (7 day average) of process water to the subsurface. The nearest town is Monkland, Ontario which is within 20 km of the poultry processing facility.

The facility operates 5 days per week, 12 hours per day. The proposed sewage works will operate 7 days per week, 24 hours per day will include grease trap, primary settling tank, equalization tanks, a dissolved and flotation system, anaerobic/aerobic bioreactors complete with plastic media, effluent polishing tank and a subsurface disposal system for treated effluent and all associated structures to support the system.

Laplantes poultry processing facility is located at 17141 Rombough Road, Township of North Stormont , United Counties of Stormont, Dundas and Glengarry, Ontario.
