Effects of consultation

This proposal attracted much interest since it involved the re-designation of Niagara Escarpment Plan lands in a large area immediately to the west of the Town of Milton's built-up area. Those who supported the amendment favoured a higher level of environmental protection on the subject lands so that the lands would be protected from mineral aggregate resource extraction and urban development. Those who opposed the amendment objected to the potential for additional land use restrictions on their properties. The Town of Milton did not support the amendment.

In total, 49 comments were received from agencies, stakeholder groups, and landowners. No comments were received through the Environmental Registry.

Description of instrument

The Niagara Escarpment Commission seeks to amend the Niagara Escarpment Plan designations within the Milton Outlier study area. The Study Area legally described above was identified for the proposed amendment that included the geological escarpment feature - the Milton Outlier.

In a review of the existing designations in the study area, Niagara Escarpment staff first identified the brow and slope of the Outlier. They applied the designation criteria from the Niagara Escarpment Plan. This review resulted in the proposal to change the Niagara Escarpment plan designations within the study area.

The changes include:

  • Changing the areas designated Escarpment Rural Area at the top and foot of the Outlier to Escarpment Protection Area
  • Changing some areas designated Escarpment Protection Area, Escarpment Rural Area and Mineral Resource Extraction Area to Escarpment Natural Area
  • Changing some areas designated Escarpment Natural Areas to Escarpment Protection Area
  • Changing the area designated Mineral Resource Extraction Area that includes the area licenced to the Milton Limestone Quarry to Escarpment Natural Area and Escarpment Protection Area

The Niagara Escarpment Commission mailed requests for comments on this amendment application to affected ministries, municipalities, interested agencies, as well as property owners within the study area and property owners who are within 120 metres (400 feet) of the study area. Notice of this amendment application will be placed in the Halton Compass and the Milton Canadian Champion.
