On July 30, 2019, the Minister of Municipal Affairs and Housing filed a Zoning Order with the Registrar of Regulations as Ontario Regulation 251/19 to permit a long-term care home, a home for special care and retirement home on a property in the Town of Innisfil. This posting is for information purposes

Why consultation isn't required

Part II of the Environmental Bill of Rights Act, 1993 does not apply to a proposal to make a Minister's Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke a MZO under subsection 47(8) of the Planning Act.

A Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of land and the erection, location and use of any building or structure on the land. Ontario Regulation 251/19 identifies zoning criteria for the permitted uses of a long term care home, a home for special care, a retirement home and accessory uses on the subject lands. The rear portion of the property is identified as an environmental protection area. This Zoning Order applies to lands in Part of Lots 17 and 18, Concession 13 in the Town of Innisfil, Simcoe County.

A copy of Ontario Regulation 251/19 may be found at the Province’s e-laws website or inspected at the Toronto office of the Ministry of Municipal Affairs and Housing located at 777 Bay Street.
