Why consultation isn't required
Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposal to make a Minister's Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.

The following 21 site-specific Minister’s Zoning Orders (MZOs) in northern Ontario have been revoked. Revoking these orders will create a less complex regulatory environment and remove inconsistencies for land owners in unincorporated territories. The following MZOs have been revoked, listed by district.
Cochrane District Revocations:
Ontario Regulation 15/94 applies to lands in the geographic Township of Keefer (Unincorporated) described as lots 1-19 on Plan 6M-461.
Ontario Regulation 174/93 applies to lands in the geographic Township of Clute (Unincorporated) being part of Lot 23 in Concession IX, described as lots 1-6 on Plan 6M-459, lots 7-16 on Plan 6M-464 and lots 17-29 on Plan 6M-468.
Kenora District Revocations:
Ontario Regulation 213/96 applies to lands on Harbour Island, Sand Lake described as lots 1-7 on Plan 23M-910 in unsurveyed territories in the District of Kenora (Unincorporated).
Ontario Regulation 323/92 applies to lands in the geographic Township of Cathcart (Unincorporated) described as part 1 on Plan 23R-4034.
Ontario Regulation 364/95 applies to lands in the geographic Township of Kirkup (Unincorporated) described as parcel 14855 on Plan 23R-9351 and parcel 33676 on Plan 23R-9351.
Ontario Regulation 411/91 applies to lands in the geographic Township of Kirkup (Unincorporated) described as part 1 on Plan 23R-4726.
Ontario Regulation 450/95 applies to lands described as lots 1-17 on Plan 23M-905 and blocks 18-20 on Plan 23M-905 and parcel 39391 in the unorganized territories of the Lake of the Woods (Unincorporated).
Ontario Regulation 494/92 applies to lands in the geographic Township of Mutrie (Unincorporated) being south ½ of Lot 10 in Concession I, described as lots 1-13 on Plan 23M-887.
Ontario Regulation 641/94 applies to lands on Hare Island described as lots 1-11 on Plan 23M-897 and block 12 on Plan 23M-897 and parcel 39391 in the unorganized territories of the Lake of the Woods (Unincorporated).
Ontario Regulation 70/96 applies to lands described as parts 5, 7-9 on Plan 23R-6814 and part 100 on Plan 23R-5577 in unsurveyed territories in the District of Kenora (Patricia Portion) (Unincorporated).
Ontario Regulation 703/92 applies to lands in the geographic Township of Pellatt (Unincorporated) being part of Lot 13 in Concession VI, described as lots 1-16 and blocks 17-20 on Plan 23M-889.
Ontario Regulation 753/84 applies to lands on Dufresne Island in the Winnipeg River described as all lots and blocks on Plan M-832. The lands are now incorporated with the City of Kenora.
Ontario Regulation 82/94 applies to lands in the geographic Township of Pettypiece (Unincorporated) being south part of Lot 6 in Concession I, described as lots 1-7 and block 8 on Plan 23M-898.
Rainy River District Revocations:
Ontario Regulation 488/92 applies to lands in the geographic Township of Watten (Unincorporated) described as lots 1-7 on Plan 48M-362.
Ontario Regulation 702/92 applies to lands in the geographic Township of Spohn (Unincorporated) being part of Lot 7 in Concession IX, described as lots 1-8 on Plan 48M-459.
Ontario Regulation 565/91 applies to lands described as lots 1-6 and blocks 7-9 on Plan 48M-361 on unsurveyed territories in the District of Rainy River (Unincorporated).
Sudbury District Revocations:
Ontario Regulation 485/71 applies to lands in the geographic Township of Emo (Unincorporated) being Plan M943 and lands in the geographic Township of Strathearn (Unincorporated) being Plan M944.
Thunder Bay District Revocations:
Ontario Regulation 360/95 applies to lands in the geographic Township of Upsala (Unincorporated) being part of Lot 2 in Concession I, described as lots 1-3 on Plan 55M-575.
Ontario Regulation 464/92 applies to lands in the geographic Township of Sibley (Unincorporated) being part of Lot 10 in Concession II, described as lots 1-14 on Plan 55M-543.
Ontario Regulation 670/05 applies to lands in the geographic Township of Ames (Unincorporated) described as lots 1-22 on Plan 55M-609 and block 13 on Plan M-395.
Timiskaming District Revocations:
Ontario Regulation 45/99 applies to lands in the geographic Township of Sharpe (Unincorporated) being lots 1-11 on Plan 54M-354.
The following Deeming Orders are hereby revoked:
Ontario Regulation 42/97 deemed MZOs to be and always have been a zoning by-law of the Blind River and Suburban Planning Board. The planning board has since dissolved.
Ontario Regulation 211/02 deemed MZOs to be and always have been a zoning by-law of the Municipality of Temagami. The municipality has since replaced their zoning by-law.
Ontario Regulation 41/97 deemed MZOs to be and always have been a zoning by-law of the West Nipissing Planning Board. The planning board has since dissolved.
Ontario Regulation 40/97 deemed MZOs to be and always have been a zoning by-law of the Espanola and Area Planning Board. The planning board has since dissolved.
Ontario Regulation 572/98 deemed MZOs to be and always have been a zoning by-law of the Geraldton and Suburban Planning Board. The planning board has since dissolved.
Ontario Regulation 104/11 deemed MZOs to be and always have been a zoning by-law of the Smooth Rock Falls Planning Board. The planning board has since adopted a new zoning by-law under section 34 of the Planning Act.
Ontario Regulation 153/97 deemed MZOs to be and always have been a zoning by-law of the Sudbury East Planning Board. The planning board has since adopted a new zoning by-law under section 34 of the Planning Act.
Ontario Regulation 161/98 deemed MZOs to be and always have been a zoning by-law of the Lakehead Rural Planning Board. The planning board has since adopted a new zoning by-law under section 34 of the Planning Act.
