Why consultation isn't required
On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.
Proposal details
The proposal is for a new Environmental Compliance Approval for industrial ditches and stormwater management works serving Gerdau Ameristeel Corporation, located at 2025 River Road, in the City of London.
The stormwater management works are comprised of stormwater quality and quantity control features to capture and contain surface runoff within the Gerdau facility site boundaries and prevent stormwater from discharging offsite. The system consists of perimeter ditches and embankments, sediment traps, and a stormwater collection pond. The pond is designed to collect storm runoff from the site during a 24-hour, 100-year design storm event plus runoff generated during a 25 mm rainfall event.
A dike has been designed and constructed along the southern property line to provide secondary containment and prevent stormwater discharge from the site during the regional storm event. There will be no permanent pool maintained in the pond and it is, therefore, considered a dry pond.
Following storm events, the pond will be pumped as needed to maintain sufficient capacity to manage storm event runoff and prevent any potential discharge from the site. The pumped volumes will be trucked by a licensed waste hauler for disposal at a City of London Wastewater Treatment Plant or similar facility.
