Why consultation isn't required

On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.

Proposal details

This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (Air & Noise) No. 0798-9ZPTKX for Peterson Spring of Canada Limited, a manufacturer of spring components and replacement parts such as metal rings and other wire form products, located in the Town of Kingsville, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include coiling, stress release ovens, grinding, shot peening, cold and hot setting, chamfering, burnishing, cap assembly, damper spring assembly, and painting.

The amendment includes addition of a dust collector, updating the shot peeners, grinders, adding an electric oven, decommissioning the paint spinner and changing the product used in the paint spray booth.

Emissions to the air from this facility include hydrotreated naphthenic oil, resin, carbon black, diarylide yellow aaot, diarylide yellow hr, and products of combustion such as nitrogen oxides.

The Environmental Compliance Approval with Limited Operational Flexibility (Air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
