Why consultation isn't required

On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.

Proposal details

This proposal is for an amendment to the Limited Operational Flexibility for an Environmental Compliance Approval (Air & Noise) No. 8649-8YBQUL for Siltech Corporation, a chemical manufacturing facility, located in the City of Mississauga.

The emission sources from the manufacturing and associated processes that discharge to the air include scrubbers, cooling towers, dust collectors, storage tanks, and chemical reactors. The amendment includes the addition of a new thermal oxidiser, a new catalyzed reaction process, and to reflect updated modelling for emissions.

Emissions to the air from this facility include nitrogen oxides, particulate matter, xylene, and n-butanol.

The Environmental Compliance Approval with Limited Operational Flexibility (Air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
