Why consultation isn't required

On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.

Proposal details

This proposal is for a new Environmental Compliance Approval (Air & Noise) for NELSON Environmental Remediation Ltd. for the operation of portable soil remediation equipment to remediate soil contaminated with petroleum hydrocarbons. This includes three (3) direct-fired thermal desorbers and one (1) indirect-fired thermal desorber, as well as soil feed systems, on-site power generation, cooling towers and oil storage tanks.

The equipment will be used to provide soil remediation activities throughout the Province of Ontario and can operate up to 24 hours a day, seven (7) days a week.

Contaminant emissions to the atmosphere include nitrogen oxides, particulate matter, aldrin, bis(2-chloroethy 1)ether, DDT, dimethylphthalate, heptachlor, polychlorinated biphenyls, benzo[a]pyrene, and hydrocarbon products.
