Why consultation isn't required

On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.

Proposal details

This proposal is for an amendment to Environmental Compliance Approval (Air & Noise) No. 9651-8V7KR3 with Limited Operational Flexibility for Maple Leaf Foods Inc., a meat preparation, cooking and packaging facility located in Brantford, Ontario.

The emissions sources from the manufacturing and associated processes that discharge to the air includes:

  • fryers
  • production line ovens
  • cooling tower
  • natural gas-fired combustion heating equipment, and maintenance welding
  • all supporting equipment and processes at the site

This amendment is to renew the Limited Operational Flexibility and to reflect updates that have been made to the facility including the relocation and removal of various equipment.

Emissions to the air from this facility include:

  • nitrogen oxides
  • particulate matter
  • oil mist
  • hexavalent chromium
  • iron
  • noise

The Environmental Compliance Approval with Limited Operational Flexibility (Air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air).

The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
