Bulletin summary

On April 24, 2020, the Minister of Municipal Affairs and Housing filed a Zoning Order with the Registrar of Regulations as Ontario Regulation 170/20 to permit a three-storey addition to Sunnybrook Health Sciences Centre. We want to inform you of this decision even though we are not required to under the Environmental Bill of Rights, 1993.

Why consultation isn't required

Part II of the Environmental Bill of Rights Act, 1993 does not apply to proposal to make a Minister's Zoning Order (MZO) under subsection 47(1) of the Planning Act, or to amend or revoke an MZO under subsection 47(8) of the Planning Act.

Bulletin details

A Zoning Order, made pursuant to clause 47(1)(a) of the Planning Act, regulates the use of land and the erection, location and use of any building or structure on the land.

Ontario Regulation 170/20 permits an increase to the maximum gross floor area of all buildings on the Sunnybrook Health Sciences Centre lands from 260,238 square metres to 270,705 square metres to permit a three-storey addition to the existing E-Wing at Sunnybrook Health Sciences Centre. The addition would add 47 in-patient beds to increase the hospital's capacity to treat brain related disorders.

Ontario Regulation 170/20 applies to the lands municipally known as 2075 Bayview Avenue located in the City of Toronto.

Pursuant to subsection 47(4) of the Planning Act, and except for the purposes of section 24, the Minister deemed Ontario Regulation 170/20 to be and to always have been a by-law passed by the Council of the City of Toronto.p>
