Why consultation isn't required
On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.
Proposal details
This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (Air), which replaces all the current Environmental Compliance Approvals for Air at this facility, and includes the addition of new, or historically unapproved, sources for all emissions from Starlim North America Corporation, a manufacturer of silicone medical parts, automotive parts, and industrial parts, located at 325 Tartan Drive, London, Ontario.
The application includes all sources at the facility, including curing ovens, condenser unit, and electrostatic precipitator.
Emissions to the air from this facility include siloxanes and silicones, di-me, vinyl group-terminated.
The Environmental Compliance Approval with Limited Operational Flexibility (Air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air).
The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
