Why consultation isn't required
On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.
Proposal details
The proposal is for an amendment of Environmental Compliance Approval No. 7661-B6ZMTE issued to Vine Fresh Acres for a private sewage works servicing its vegetable greenhouse located at 420 Essex Road 14, Leamington Ontario.
Approval is sought for the upgrade and expansion of the existing domestic wastewater treatment and surface disposal system servicing the greenhouse, workers quarters, accessory warehouse and office facilities, to support planned greenhouse expansion and servicing of an adjacent greenhouse under development by Lebo Farms Ltd.
An existing tertiary treatment unit with a rated capacity of 20 cubic meters per day will be decommissioned and replaced with a new moving bed biofilm reactor wastewater treatment facility with a rated capacity of 70 cubic meters per day.The wastewater treatment facility will continue to discharge to Silver Creek Drain.
The expanded domestic wastewater treatment facility includes:
- pre-treatment
- flow equalization
- primary sedimentation
- a moving bed biofilm reactor treatment system
- phosphorus removal
- tertiary filtration
- UV disinfection and effluent measurement and monitoring equipment
- controls
- associated appurtenances
The ministry will require monitoring of the domestic wastewater effluent discharge leaving the site.
