Why consultation isn't required
On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.
Proposal details
The proposal is for an amendment to Environmental Compliance Approval No. 4-0133-94-006 for stormwater management works serving Lafarge Canada Inc., located at 683917 Road 68 (Hwy 2) near Woodstock in the Township of Zorra, Oxford County.
The existing industrial sewage works/stormwater management works comprise of ground and stormwater collected at the bottom of the quarry pit to be pumped to a primary settling pond (West Pond) to provide water quality treatment. The West Pond was designed to flow into a secondary pond (East Pond).
The current proposed industrial sewage works/stormwater amendment modifications to the existing system include the:
- decommissioning of the existing West pond outlet structure
- installation of a ditch inlet-style outlet in the East Pond
This outlet will connect to a new maintenance hole upstream of the existing control discharge point 0200, re-establishing the full treatment potential of the pond and the intended hydraulic retention time, improving the discharge water quality by reducing total suspended solids in the discharge.
The ministry may require objectives/limits and monitoring of the stormwater effluent.
