Why consultation isn't required

On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.

Proposal details

This proposal is for a new Environmental Compliance Approval (Air) for Li-Cycle Corp., a lithium battery recycling facility located in the City of Kingston, Ontario.

This application includes all emission sources from the facility that exhaust to the atmosphere including combustion equipment, emission control equipment, and the receipt, storage, treatment, and transfer of lithium batteries.

Contaminant emissions to the atmosphere include:

  • ethyl methyl carbonate
  • ethylene carbonate
  • calcium oxide
  • suspended particulate matter
  • noise

This proposal was submitted in conjunction with Waste Disposal Site - Ministry Reference Number 3456-BP6PDU (ERO Number 019-1821).
