Why consultation isn't required

On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the EBR until 30 days after the declared emergency is terminated.

Proposal details

This proposal is for a new Environmental Compliance Approval (waste transfer station) for Li-Cycle Corp. for a hazardous and non-hazardous waste transfer facility to be located at 685 Gardiners Road, Kingston, Ontario on a site that is 0.232 hectares in area.

Activities at the facility include:

  • receiving, inspection, storage, and transfer of waste lithium batteries
  • the storage and shipping of products from the disassembly of battery packs
  • the receiving, storage, and shipping of a battery recycling process of intermediate products

The 2,320 square metre facility located within an outdoor fenced area will handle a total maximum amount of waste batteries of 208 tonnes per day with a maximum storage capacity of 1,078 tonnes at any one time.

The site will service the Province of Ontario, as well as across Canada and the United States of America, and will be opened 24 hours a day, Monday to Sunday. Shipping and Receiving hours are 24 hours a day, Monday to Saturday.
