Proposal details
This proposal is for an Environmental Compliance Approval with Limited Operational Flexibility (Air) which replaces all the current Environmental Compliance Approvals for Air at this facility and includes the addition of new or historically unapproved sources for all emissions from Shell Canada OP Inc. and Shell Canada Limited, as general partners for and on behalf of Shell Canada Products, a petroleum refinery, located in Corunna, St. Clair Township, Ontario.
The facility produces a number of products including:
- heavy fuel oils
- distillates (diesel, stove, jet fuel)
- gasoline
- benzene
- chemicals
- sulphur
- liquefied petroleum gases
The application includes all sources at the facility, including:
- tanks
- heaters
- oxidizers
- boilers
- cooling towers
- flares and a waste water treatment plant
- other processing and loading operations
Emissions to the air from this facility include:
- mineral spirits
- nitrogen oxides
- sulphur dioxide
- sulphuric acid
- hydrogen sulphide and volatile organic compounds such as xylenes (mixed isomers)
- mineral spirits
- toluene
- ethylene
- iso-propanol
The Environmental Compliance Approval with Limited Operational Flexibility (Air), when issued permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air). The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
