Why consultation isn't required
On April 1, 2020, the Ontario Government made a temporary regulation to respond to the COVID-19 outbreak. Ontario Regulation 115/20 exempts all proposals for policies, acts, regulations and instruments from posting requirements under the Environmental Bill of Rights until 30 days after the declared emergency is terminated.
Although consultation was not required, the ministry did consult with the public on this proposal by posting Environmental Registry of Ontario number 019-1714 for public comment from April 28, 2020 to May 28, 2020. To ensure transparency, the ministry is providing details of its decision and the effects of consultation on decision-making in this notice.
Bulletin details
On September 4, 2020 the ministry issued an exploration permit activities approximately 23 kilometres south east of Matheson, Ontario, in Egan and McEvay Townships, District of Cochrane, North West Region.

No comment was received through the Environmental Registry of Ontario resulting in no impact on the decision to proceed or not with this proposal.
Third parties are not able to apply for leave to appeal in respect of proposals which are posted while Ontario Regulation 115/20 is in effect.
