While we agree with the intent of this legislation change there is too much ambiguity in the change. It is clear that this change is to allow retail establishments, restaurants including cafes and bars, hotels and motels to receive goods outside of municipal noise bylaw times.

This adds inconvenient layers of red tape regarding noise complaints by residents who live in close proximity to retail and industry. Noise regulation should remain a municipal responsibility.

This is irresponsible where businesses operate in a heavily residential neighbourhood especially with respect to Optimum Environmental Corp. at 633 Coronation Dr. Waste Depots must be exempt from any noise-complaint limiting legislation.

As a nearby resident of the industrial park along Coronation Drive in Scarborough, I am alarmed by this proposal. We have been plagued with consistent, ongoing and extremely disruptive nighttime noise from a number of facilities along this stretch.

The Region supports measures to allow all day, off-peak delivery of goods to certain businesses and also through regulation give municipalities the authority to prohibit and control noise related to deliveries in specified areas.
