This proposal is for an amendment to Environmental Compliance Approval No. 6785-9BXPTC for Vale Canada Limited for the emissions from the Copper Cliff Smelter, a pyrometallurgical smelter located in Copper Cliff, Ontario.

The emission sources from the manufacturing and associated processes that discharge to the air include feed preparation, fluid bed dryers, flash furnaces, converters, matte casting, matte separation, fluid bed roasters, and emission control equipment including electrostatic precipitators, baghouses, and dust collectors, as well as all supporting processes, equipment and activities at the site.

Emissions to the air from this facility include

  • chromium compounds
  • cobalt
  • nickel
  • nitrogen oxides
  • sulphur dioxide
  • noise

The Environmental Compliance Approval with Limited Operational Flexibility (air), when issued, permits modifications to the facility subject to limits on operational flexibility that include a production limit for the facility to be specified on the Environmental Compliance Approval with Limited Operational Flexibility (Air).

The limited operational flexibility conditions have an expiry date. The company will be required to make an application for amendment at that time to renew these conditions.
