Proposal details

Robert E. Young Construction Ltd. has applied to change the final extraction depth of Aggregate Resources Act (ARA) Licence No. 3491 to permit below watertable extraction. Currently, this site is licensed to extract aggregate up to 1.5 metres above the established watertable. The licensee is also seeking several minor amendments to the existing ARA site plan. These minor amendments include:

  • Updates/revisions to reflect licence identification number, new address, well information/locations, structures, new benchmark, and water table level.
  • Addition of locations of natural features as a result of environmental studies.
  • Addition of locations of scale house, scales, portable fuel storage and removal of scrap storage on site.

Other Information

ARA Licence No. 3491, issued to Robert E. Young Construction Ltd. is a 28.36 hectare Class A, Category 3 (pit above water table) licence. The current extraction permitted is 200,000 tonnes per annum.

For this proposal, the following information was submitted in support of the application:

  • Revised Site Plan,
  • Natural Environment Report,
  • Hydrogeological Assessment.

The Site Plan addresses existing features of the pit and/or quarry area (existing natural features and land use on and surrounding the site within 120 meters); the proposed operation (shape, dimensions, area and depth to be excavated, method of extraction); and progressive and final rehabilitation.

The Natural Environment Report determines the presence of significant natural heritage features/areas and fish habitat and ensures that any necessary preventative, mitigative or remedial measures are undertaken for their protection. The report is prepared to determine any negative impacts on the natural features or ecological functions with 120 meters of the site, and any proposed preventative, mitigative or remedial measures.

A Hydrogeological Assessment has been prepared to assess the potential for adverse effects to groundwater and surface water resources and their uses. If the report identifies a potential adverse effect resulting from the operation, then an impact assessment is required to determine the significance of the effect and the feasibility of mitigation.

Public Consultation opportunities

As specified in the ARA, written notice concerning this application was delivered to landowners within 120 metres of the licenced boundary; an information sign, giving notice to the public of this application, was erected at the proposed site; and a Notice of Application appeared in the local newspaper, the Kawartha Lakes Weekly, on November 12, 2020. A public information session will be held on December 9th, in the Robert E. Young Construction Ltd. complex at 1488 Chemong Road, Selwyn, Ontario between 6 p.m. and 9 p.m.

The application for this amendment is being circulated within the Ministry of Natural Resources & Forestry. Additionally, notification of this amendment has been circulated to the City of Kawartha Lakes, Kawartha Region Conservation Authority, and Ministry of Environment, Conservation and Parks.
