Timing: Bill 197 was tabled while Ontarians are grappling with a global pandemic, enabling the government to dodge public scrutiny. It was rammed through the Legislature on July 21 only 13 days after it was introduced on July 8, 2020.

MZOs ought not to exist. If, as the minister says, the process involves public consultation, then why are they necessary? Municipalities have decent public processes through which proposals go. Leave it at that.
Bill 197 (COVID-19 Economic Recovery Act), enables the Minister of Municipal Affairs and Housing to decide how land in Ontario will be developed, as dictated by a Minister’s Zoning Order. As an ecologist I am very concerned about this capacity to bypass thorough ecosystem reviews.
