The facility, tire processing site, operates 24 hours per day 7 days per week with maximum tire processing limits of 400 tonnes per day. 85,000 tonnes per year, and 4,380 tonnes on-site storage. The ministry did not approve the requested increase in the site maximum tire processing limits and on-site storage capacity. The ministry did not approve the requested increase in the site maximum tire processing limits and on-site storage capacity as requested because a letter of authorization from the owner consenting to the proposed expansion in the site tire processing capacity has not been provided. The outdoor activities (de-rimming, debeading, and hydraulic shearing of tires) have been approved in accordance with the application, and as required in the Provincial Officer's Order 0404-BGSPPM.
Effects of consultation
Comment: There have been fire code violations at this Site. The commenter recommended that the ministry should consider reducing the number of tires received at the Site.
Response: The ministry did not approve expansion in the site capacity and only approved changes to the site processing operations to incorporate site operations as per Provincial Officer's Order. A letter received from the Brantford Fire Department dated July 29, 2020 indicated that the local fire officials have reviewed the site Fire Safety Plan dated Jul 9, 2020, Revision 14, and found it acceptable. Inspection Order under the Fire Protection and Prevention Act was issued on May 29, 2023 with a compliance date of June 29, 2023, and on June 22, 2023 with a compliance date of August 22, 2023. The Inspection Orders were mainly limited to control and management of combustible dust.
A condition is included in the Approval requiring the proponent to submit an updated Fire Safety Plan to the local fire department for approval.

This proposal is to amend Environmental Compliance Approval (waste disposal site) No. 3643-7XXQ9Q for a used tire recycling facility located in the City of Brantford, County of Brant.
The waste transfer and processing facility has a total area of 6.1 hectares, and processes used tires into crumb rubber.
The facility is currently to operate 24 hours per day, 7 days per week with maximum tire processing limits of:
- 400 tonnes per day
- 85,000 tonnes per year
- 4,380 tonnes on-site storage
The amendment requested is for the facility to operate 24 hours per day, 7 days per week, with increased maximum tire processing limits of:
- 600 tonnes per day
- 130,000 tonnes per year
- 6,570 tonnes on-site storage
The application also requests approval of outdoor activities such as:
- de-rimming
- de-beading
- cutting large tires with a hydraulic shear
