Decision details
The changes to the site plan for ARA Licence No. 625712 were approved by the Director on February 24, 2023.
The approval allows Maurice Yelle Excavation Ltd. to add a road allowance to his licensed site No. 625712. As a result of this addition, the following were addressed accordingly on the site plan:
- licensed area to increase from 17.86 hectares to 19.05 hectares
- extraction area to increase from 12.86 hectares to 13.76 hectares
- addition of a 25 metre setback on the south side of Phase 2 to maintain a minimum 30 metre buffer to the existing pond (providing fish habitat) to the south of the road allowance
- modify the phasing of operations to include the road allowance
- modify the rehabilitation plan combining two small ponds into one
Effects of consultation
Zero (0) comments were received in response to the Environmental Registry of Ontario notice.
Two (2) comments were received through the ARA consultation process.
The concerns were related to the protection of fish habitat, operations development, and zoning. The concerns were addressed by providing additional information and revisions to the site plan.

Proposal details
Application has been made by Maurice Yelle Excavation Ltd. to amend the current site plan to add the road allowance, which currently bisects the licensed site, as part of the licenced area to permit a pit operation below the water table.
The licensee has purchased this section of road allowance from the City of Ottawa.
The proposal to add the road allowance to the licensed site area would in turn affect:
- licenced area to increase from 17.86 hectares to 19.30 hectares
- extraction area to increase from 12.86 hectares to 13.76 hectares
- a new 25 metre setback on the south side of Phase 2, to maintain a minimum 30 metre setback to the existing pond (providing fish habitat) to the south of the road allowance
- modifications to operations in that extraction would no longer be separated by the road allowance and phasing will be joined
- rehabilitation to consist of one large pond versus two smaller ponds

Maurice Yelle Excavation Ltd. operates this site under the authority of Licence No. 625712 under the Aggregate Resources Act (ARA). In total, 17.86 hectares are currently licensed as a pit below the water table. The annual tonnage condition is 100,000 tonnes.
Other information
Maurice Yelle Excavation Ltd. also operates the adjacent site under the authority of licence No. 4193 under the ARA. In total, 26.2 hectares are currently licensed as a pit.
Public consultation opportunities
The proposal request for this licence is being circulated within the Ministry of Natural Resources and Forestry. Additionally, notification of this application has been forwarded to the City of Ottawa, South Nation Conservation Authority, the landowner to the south of the licensed site and the Ministry of the Environment, Conservation and Parks for comment.
