We have issued an amendment to Environmental Compliance Approval (ECA) No. 0854-524QUQ to expand the operation of the site to include receiving, storing and transferring excess soils as defined in O.Reg. 406/19, and to change the hours of operation for the site.
The approved receipt rate is 1,000 tonnes per day of excess soils (consisting of non-hazardous impacted/contaminated soils, and clean soils from residential/commercial/industrial sources) at the site, with a maximum storage capacity of 1,000 tonnes of excess soils. The excess soils will be stored on the northern portion of the adjoining property, municipally known as 49 Milvan Drive, Toronto.
The excess soils will be stored in separate dedicated areas/bunkers prior to being bulked into transport truck type vehicles, and transferred from the site to various permitted/approved receiving sites for treatment, reuse or disposal.
No remediation processing of excess soils will occur at the site only bulking of excess soils.
The approved receipt rate for non-hazardous residential, ICI/C&D wastes received at the site is 420 tonnes per day, with a maximum site storage capacity of 4,050 cubic metres recyclables, 1 tonnes electronic waste, 5 tonnes tires, 140 tonnes outbound waste, and 420 tonnes all other waste.
The company will continue to receive non-hazardous residential waste, ICI/C&D wastes, such as wood, scrap metal, electronics, used tires, paper, cardboard, brick and concrete.
The approved hours of operation have changed from Monday at 5:30 a.m. to Saturday at 4:30 p.m. to Monday at 5:30 a.m. to Sunday at 4:30 p.m.
The facility will continue to serve the Province of Ontario.
The facility will not accept putrescible wastes, hazardous wastes, liquid industrial wastes, asbestos wastes, sewage or combustible gas cylinders.

1. Prepare your application
You’ll need to prepare an application. You may wish to include the following things in your application:

What is considered
The appeal body will consider the following two questions in deciding whether to grant you leave to appeal:
- is there is good reason to believe that no reasonable person, with respect to the relevant law and to any government policies developed to guide decisions of that kind, could have made the decision?
- could the decision you wish to appeal result in significant harm to the environment?

You’ll need to provide notice to the Minister of the Environment, Conservation and Parks that you’re seeking leave to appeal.

- decision that you wish to appeal
- grounds for granting leave to appeal

This proposal is to amend Environmental Compliance Approval No. 0854-524QUQ for SEJJ Environmental Solutions Inc. to:
- expand the operation of the site to include receiving and transferring excess soils as defined in Ontario Regulation 406/19
- increase the volume of residential, industrial/commercial and construction and demolition wastes received at the site daily
- increase the maximum storage capacity of the site
- change the hours of operation
The company is applying to amend the approval to receive 5,000 tonnes per day of excess soils (consisting of non-hazardous impacted/contaminated soils, liquid soils, and clean soils from residential/commercial/industrial sources) at the site, with a maximum storage capacity of 10,000 tonnes of excess soils. The excess soils will be stored on the northern portion of the adjoining property, municipally known as 49 Milvan Drive in Toronto, Ontario.
The excess soils will be stored in separate dedicated areas/bunkers prior to being bulked into transport truck type vehicles, and transferred from the site to various permitted/approved receiving sites for treatment, reuse or disposal.

The company plans to periodically retain the services of a third party company to screen the residential/clean soils to remove bricks, blocks, tree roots, etc. prior to shipping the soils off-site.
The company is also applying to amend the daily volume of non-hazardous residential, industrial, commercial and institutional (ICI) and construction and demolition (C&D) wastes received at the site to 2,000 tonnes per day, with a maximum site storage capacity of 4,000 tonnes.
The company will continue to receive non-hazardous residential waste, ICI/C&D wastes, such as:
- wood
- scrap metal
- electronics
- used tires
- paper
- cardboard
- brick
- concrete
As well, the company is applying to change its hours of operation from Monday at 5:30 a.m. to Saturday at 4:30 p.m. to Monday at 5:30 a.m. to Sunday at 4:30 p.m.
The facility will continue to serve the Province of Ontario.
